Vogue called this the pixie haircut and is said to have been named after Marcia Nelson, the granddaughter of Vogue founder Mrs. Jennie Graves. I have seen these wigs in blonde or different shades of red. Since a limited number of dolls had this curly wig, they are harder to find and highly sought after by Ginny collectors.
